Could someone please help me with a gardening problem?

I planted some lavender seedlings and pansies I covered them and put thin in the airing cupboard. The pansies have come through but the lavenders haven't shown at all. Is it ok to put these into pots now? Also how long do I keep vegetable seeds covered for and do I keep them in direct sunlight? Also I've planted some herb seeds in pots and ccvered these with a food bag,these too are in direct sunlight please help
